Montana Comprehensive Literacy State Development Project Grant Recipients Announced

June 16, 2020

HELENA— The Office of Public Instruction (OPI) announced grant award recipients today under the Montana Comprehensive Literacy State Development Project (MCLSD). Last year, Montana received a 5-year, $50 million federal Striving Readers Comprehensive State Development Program grant from the U.S. Department of Education which funds MCLSD awards. The purpose is to advance literacy skills using evidence-based practices, strategies, and interventions for all children, preschool to grade 12, with an emphasis on disadvantaged children.

“The OPI is excited to support these community partnerships that will lead to greater literacy and digital literacy development in Montana students,” Superintendent of Public Instruction Elsie Arntzen said Tuesday. “As a fifth-grade teacher for 23 years, I know how critical it is for students to have literacy skills that support successful academic transitions into middle and high school.”

The OPI conducted 6 subgrant application workshops across the state during February (Kalispell, Missoula, Helena, Havre, Glendive, and Billings) for eligible districts. We had the participation of 53 districts in the workshops and 43 districts submitted applications.

Eligible district subgrants consisted of a gap analysis of student literacy data to identify where an increased focus in instruction is needed to meet the needs of identified disadvantaged student groups. Through this identification, districts proposed high-quality plans for improvement in teaching and learning that will be monitored through a Continuous Improvement Cycle.

The following districts are receiving MCLSD funding:
