HELENA—State Superintendent Elsie Arntzen recognizes Montana’s Military Interstate Children’s Compact (MIC3) Commissioner BG (R) Hal Stearns for his dedicated service to military families and military connected students. Retired Brigadier General Hal Stearns has served as the MIC3’s Commissioner since its inception in 2013.

“As an educator and a retired veteran, Hal has committed his life to service,” said Superintendent Elsie Arntzen. “Montana is a better place thanks to Hal and his wife Sheila. It has been an honor and a pleasure to know them both. I appreciate Hal’s emphasis on the national compact to aid our Montana military families as their children transition into our public schools,” Arntzen added.

Superintendent Arntzen welcomes Ray Shaw as newly appointed Commissioner to Montana’s MIC3. Ray Shaw is a former Montana legislator and a Retired Sergeant in the United States Air Force. In 2019, Shaw was honored to receive the Patriot Award from Major General Matt Quinn at the Montana Youth Challenge Academy.

“Ray has been a passionate advocate for military issues before, during, and after his legislative service,” said Superintendent Arntzen. “I trust that Ray will promote positive educational opportunities for Montana’s military students. We must never forget the sacrifice these families make; it is our duty to support them as they serve our great state and country,” Arntzen added.

Through the Interstate Compact, Montana’s MIC3 addresses key educational transition issues encountered by military children. The MIC3 is currently seeking applications and nominations to honor military-friendly schools and community military champions with a Purple Star Award.
