Superintendent Arntzen Hosts 2023 OPI Annual Joint Stakeholder Meeting

HELENA – Superintendent Arntzen will host the 2023 Annual Joint Stakeholder Meeting on May 10, 2023, from 8:30am to 4:00pm at the Delta Hotel in Helena, Montana. The Joint Stakeholder’s meeting provides an important opportunity for Office of Public Instruction (OPI) staff to work with Montana’s educational stakeholders to improve the academic outcomes for all students with disabilities. There are 75 registered stakeholders representing:

  • Montana Office of Public Instruction
  • Montana school districts
  • Special Education Cooperatives
  • Private schools
  • Comprehensive System of Personnel Development
  • Montana Department of Public Health and Human Services
  • Disability Rights Montana
  • Montana Department of Corrections
  • Montana Empowerment Center, Inc
  • Northcentral Learning Resource Center
  • National Center for Systemic Improvement/National Association of State Directors of Special Education
  • Center for Technical Assistance for Excellence in Special Education (TAESE)
  • University of Montana
  • Vocational Rehabilitation and Blind Services

“Montana’s Constitutional promise of our education system is to develop the full education potential of all our children,” said Superintendent Elsie Arntzen. “As a teacher of 23 years and the daughter of a special education teacher, I recognize that all students deserve that promise. Thank you to all who participate in these important discussions.”

The Joint Stakeholder’s meeting will share data with Montana’s Comprehensive System of Personnel Development (CSPD) Council. The CSPD uses a process which includes preservice, in-service and technical assistance for parents, general education staff, administrators and other service providers with the end result being better programs and services for all children and youth. This is accomplished by collaborating with all stakeholders, disseminating best practices, and the evaluation of CSPD activities. Montana CSPD is organized through a statewide council and five regional councils. CSPD also plans support training for the Multi-Tiered System of Supports (MTSS).

MTSS is a framework for school improvement that focuses on providing all students with the best opportunities to maximize achievement, both academically and behaviorally. MTSS provides high quality instruction and interventions matched to student need, monitoring progress frequently to make decisions about changes in instruction or goals, and continually checking fidelity of interventions. Data is used to allocate resources to improve student learning and support staff implementation of effective practices.
