Governor Gianforte Appoints Kirk Bushman as District 2 Public Service Commissioner
HELENA, Mont. – Governor Greg Gianforte today announced the temporary appointment of Kirk Bushman of Billings to serve as commissioner for District 2 on the Montana Public Service Commission (PSC).
“Kirk brings decades of engineering experience and a strong understanding of the important work of the Public Service Commission,” Gov. Gianforte said. “Having previously served on the commission, Kirk understands the responsibility of ensuring Montanans have access to reliable, affordable utility services. I look forward to his service on behalf of Montana ratepayers.”
Bushman previously served as the District 2 Public Service Commissioner from 2013 through 2016. During his time on the commission, he chaired hearings, worked closely with professional staff, and handled matters involving electric and natural gas rates, consumer complaints, railroad safety, pipeline easements, and other regulatory issues.
A graduate of Montana State University with a bachelor’s degree in Mechanical Engineering Technology, Bushman has more than 30 years of experience in the industrial engineering sector. His professional experience includes work in instrument engineering, electrical systems, plant design, project management, and budgeting.
Under the statutory authority granted by MCA 69-1-113, Gov. Gianforte on July 9, 2026, temporarily suspended a member of the PSC for one year. According to Montana law, the governor has the ability to appoint a temporary replacement. On July 21, the governor began soliciting applications from qualified candidates who reside in PSC District 2 which includes Carbon, Park, and Stillwater counties and portions of Big Horn, Gallatin, Rosebud, Sweet Grass, and Yellowstone counties. The application period closed on August 5.
On August 6, the governor initiated a public comment period which concluded on August 20.
Bushman’s temporary appointment will run through July 8, 2027.
