HELENA—The Montana Department of Environmental Quality (DEQ) is pleased to announce that the City of Missoula has been provided a no further corrective action (NFCA) letter for their successful efforts to address the hazardous substances at the Rodgers Street Property in Missoula, Mont.

The Rodgers Street Property has historically been operated by the City of Missoula’s public works department as a gravel pit and asphalt storage area. To assist with redevelopment of this property into much needed housing, the Missoula County Brownfields Program performed a Phase I and Phase II Environmental Site Assessment (ESA). The Phase I ESA highlighted several areas with potential environmental concerns. Soil sampling was conducted to ensure that these areas did not pose an unacceptable risk to future use and additional confirmation soil samples were collected after the City of Missoula excavated petroleum-impacted soil beneath the former asphalt emulsion pad. Upon review of the analytical data presented in the Phase II ESA, DEQ was able to make the determination that the property does not pose an unacceptable risk to public health, safety, or the environment. No further action is required prior to the redevelopment of the Rodger’s Street property.

"Many communities in Montana are struggling with developing new housing opportunities. Brownfields is a valuable tool for communities to transform centrally located and underutilized properties into much needed housing. Cooperation between local, state, and federal partners can help bring these properties back into productive and beneficial use," said Jason Seyler, DEQ brownfields coordinator.

DEQ commends the effort and cooperation exhibited by the City of Missoula and Missoula County Brownfields programs. This effort was funded through grants from the U.S. Environmental Protection Agency Brownfields Program, which assists in redeveloping properties where the expansion, redevelopment, or reuse may be complicated by the presence, or potential presence, of hazardous substances.
