Trump Administration Streamlines and Expands BEAD Program

HELENA, Mont. – The Montana Broadband Office (MBO) announced today increased provider opportunities to the Broadband Equity Access and Deployment (BEAD) program. Given the tech-neutral nature of President Trump's new guidelines, the MBO is taking steps to prepare for a full program relaunch.

"The new guidelines introduced under Trump's "Benefit of the Bargain" philosophy have expanded BEAD rules to include highly viable service options such as low Earth orbit satellite, fixed wireless, and unlicensed fixed wireless. These options are in addition to the option of fiber," said DOA Director Misty Ann Giles. "The new guidelines will greatly increase the MBO’s ability to connect unserved and underserved Montanans."

Earlier today, Montana Governor Greg Gianforte expressed his support for the streamlined guidelines that create greater tech neutrality to better bridge Montana's digital divide.

The MBO is relaunching the prequalification application today, Friday, June 13, 2025, at 10am MT. The application can be accessed at ConnectMT.mt.gov until the closing date of Friday, June 27, 2025, at 11:55pm. Prequalification evaluates potential applicants’ financial, managerial, and organizational capabilities to participate in the program (note: previously approved providers do not need to reapply).

In addition to prequalification, the MBO invites unlicensed fixed wireless providers to submit service data as required by the Administration’s Policy Notice (BEAD Restructuring Policy Notice). Eligible providers have seven days to notify the MBO of their intent to submit evidence that BEAD funding is not required for the locations they serve. These providers then have an additional seven days to submit documentation supporting claims of their existing service. Please visit ConnectMT.mt.gov for further guidance.
