Department of Administration to Rebid State Health Plan

HELENA, Mont. – The Department of Administration (DOA) today announced its plans to rebid the state health plan. 

DOA will terminate the current third-party administrator (TPA) contract effective December 31, 2024, and issue a new request for proposal (RFP) with the resulting contract to begin on January 1, 2025. The new RFP will run from March 11 to April 19, 2024, with the winning vendor to be awarded over the summer. 

“The department’s goal in every RFP is to provide a fair and equitable process for all vendors,” Director of Administration Misty Ann Giles said. “We look forward to initiating a new bid for the state health plan this spring and securing coverage that best serves state employees, health plan members, and Montana taxpayers.” 

Health plan members will not experience a lapse in coverage or otherwise be impacted by this process, as the current contract will remain in place through the end of the calendar year. 

All qualified vendors are encouraged to participate in the process and submit proposals.  

Background: 

  • In 2021, DOA renegotiated the state health plan to improve benefits for state employees and save taxpayer dollars. 
  • Recent findings have brought into question whether all vendors had the same understanding of requirements during the RFP process in 2021. 
  • To ensure a fair, equitable process for all vendors, DOA will rebid the plan this spring.
