Department of Administration Releases RFP for Medical TPA

Helena, Montana – The Montana Department of Administration (DOA) has released a Request for Proposal (RFP) for a third-party administrator (TPA) for medical benefits and claims administration for the State of Montana Benefit Plan (State Plan).

“We are looking to partner with a qualified vendor who will meet the needs of the State Plan by serving our 28,000 members who rely on it for affordable, reliable, and effective health insurance coverage,” said DOA Director Misty Ann Giles. “This is an opportunity to continue being responsible stewards of state plan contributions while ensuring accessibility to high-quality medical care for State employees.”

The State Plan is self-funded by the State and includes medical, prescription drug, dental, and vision plans.  DOA’s Health Care & Benefits Division is responsible for the administration of the State Plan which includes the self-funded medical plan that is being sent out for RFP.

The State provides health benefits to State employees, retirees (non-Medicare and Medicare), legislators, Consolidated Omnibus Budget Reconciliation Act (COBRA) enrollees, and their respective dependents who are collectively referred to as plan members. 

The RFP opens March 28, 2022, and closes at 2 p.m. on May 20, 2022, with implementation completed by January 1, 2023. Any vendor interested in responding must register in the electronic Montana Acquisition and Contracting System (eMACS).
