The Revenue and Transportation Interim Committee will meet Nov. 30 - Dec. 2 in Room 317 of the Capitol building in Helena. The meeting will begin at 1 p.m. on Nov. 30 and at 8 a.m. on the subsequent days.
The tentative agenda outlines the activities over the three days, which include work on the committee's studies of tax increment financing, the Highway State Special Revenue account, the elderly homeowner and renter credit, the adequacy of local government revenue generating capacity, property taxable value neutrality, the taxation of international corporations doing business in Montana, the treatment of intangible property for centrally assessed property valuation, and nonprofit reporting of community benefits.
To fulfill its agency monitoring duties, the committee will receive agency updates from the Departments of Revenue and Transportation and the Montana Tax Appeal Board. The Department of Revenue will present reports on the quality of reappraisal and the Department of Transportation will present a required report on shared use trails.
Staff attorney, Jaret Coles, will present an administrative rule review and draft poll results for the poll of the Legislature conducted because at least 20 legislators objected to a Senate Bill No. 410 proposed rule.
On Wednesday morning, Legislative Fiscal Division staff will present a general fund revenue trend update for the 2017 biennium and a vehicle tax revenue analysis.
The committee will also receive a brief presentation from the Legislative Audit Division on a recent performance audit on railroad safety.
