Montana is a local control state where classroom curriculum is developed by local districts and approved by local school boards. However, the state content standards, adopted by the Board of Public Education (BPE), serve to guide curriculum development at a broad level. The Superintendent recommends revisions of the K-12 content standards to the BPE through the negotiated rulemaking process.
