HELENA – The Montana Department of Environmental Quality is preparing an Environmental Impact Statement for a proposed Class III tire monofill near Pray, Mont. A “monofill” is a landfill that accepts only one type of waste – in this case tires. The EIS will analyze the potential impacts of the proposed project under the Montana Environmental Policy Act.
The applicants, Michael and Magdalena Adkins, are seeking a Solid Waste Management System license for the construction and operation of a proposed waste tire monofill that would encompass about 11.7 acres. The site is located south of Montana Highway 540 (East River Road) approximately 1.75 miles north of Pray. The facility would be developed in two distinct phases with a total waste tire capacity of 700,000 cubic yards (approximately 280,000 tons) and an estimated operating life of 20 years.
The first phase in preparing an EIS is to determine the scope of the study. DEQ is asking for comments from federal, tribal, state and local governments, and the public to help identify issues likely to involve significant impacts, as well as possible alternatives to be considered in the EIS.

DEQ is hosting an open house and public scoping meeting to provide the public with information on the proposed project and an opportunity to submit written and/or oral comments. The meeting will be held on Tuesday, May 28, 5:30-8:30 p.m. at the Livingston Civic Center Gymnasium, 229 River Drive, in Livingston. The open house portion of the meeting will be from 5:30-7 p.m. A presentation from DEQ regarding the EIS and permitting process will begin at 7 p.m., followed by the opportunity to provide oral and/or written testimony.
