DEQ seeks Public Comment on Colstrip Steam Electric Station Report

HELENA – The Montana Department of Environmental Quality is seeking public comment on a report about wastewater facilities at the Colstrip Steam Electric Station.


The Revised Remedy Evaluation Report for Units 3 and 4 is required under the Administrative Order on Consent between DEQ and Talen Montana, LLC (formerly PPL Montana), regarding groundwater contamination at Colstrip. The order requires an investigation and remediation at the facilities related to the groundwater contamination caused by leaking ash ponds. 


The report analyzes feasible remedial alternatives and identifies Talen’s preferred remedy. Talen’s proposed remedy consists of installing more capture wells and new clean water injection wells, which will expedite the clean-up process for existing groundwater impacts. Additionally, source control measures include closing and capping ponds that are not currently in use or planned for future use, and operation of an underdrain collection system to mitigate current and future seepage from the ponds. Ponds that continue to operate past July 1, 2022, are required to switch to dry stack storage. All ponds will be closed and capped upon plant shutdown.

The public comment period starts Oct. 11 and ends Nov. 22.
