HELENA – The Montana Department of Environmental Quality is seeking information and identification of issues for an application by Spring Creek Coal to add approximately 4,334 acres to its current operating permit for a transportation corridor. The proposed corridor would connect the Spring Creek Mine, located near Decker in southeastern Montana, with the Youngs Creek Mine across the border in Wyoming.
A public meeting is planned in Hardin, Montana on Thursday, April 27 from 6:00 to 8:00 p.m. at the Big Horn County Extension Office in the LBH Center, 317 N. Custer Ave. The meeting is open to the public and is part of a public comment period that opens Thursday, April 13, and ends Monday, May 15, 2017.
Comments received will be used to establish the scope of an Environmental Impact Statement that DEQ will prepare on the amendment application.
Spring Creek Coal is proposing construction and operation of a haul road and associated supporting facilities, as well as an above-ground powerline within the transportation corridor. The proposed transportation corridor extends for approximately nine miles in Montana and is located on property owned by Cloud Peak Energy, except for the crossing of one parcel of State of Montana School Trust land. DEQ’s Environmental Impact Statement will only analyze potential impacts of the proposed amendment in Montana. This proposed amendment by Spring Creek Coal does not expand mining in additional areas or add additional tons of coal reserves to the mine plan.
The proposed amendment application is available for the public to view at the Department of Environmental Quality offices in Helena (2001 11th Avenue, Building B), and in Billings (1371 Rimtop Drive, Building IP09, Airport Industrial Park), and at the Spring Creek Mine in Decker. Electronic copies of the application may be viewed by visiting the website: http://deq.mt.gov/Public/ea/coal
Comments must be received by Monday, May 15, 2018. Comments may be submitted at the public meeting or electronically using the DEQ Public Comment Portal at: http://svc.mt.gov/deq/publiccomment/CommentPeriod/Details?Key=3C1QP
