DEQ Issues Wastewater Discharge Permit for Montana Artesian Water Company

HELENA –The Montana Department of Environmental Quality issued a Montana Pollutant Discharge Elimination System wastewater discharge permit for the Montana Artesian Water Company’s proposed drinking water bottling plant. The proposed facility is located at 1085 Egan Slough Road in Creston, Mont.

 

The permit regulates the discharge of wastewater into an unnamed tributary of the Flathead River and includes effluent limits and monitoring requirements to protect water quality.

 

Under the permit, the company would be allowed to discharge water from two locations, one for the building’s temperature control system and the other for the water used to rinse bottles prior to being filled. The permit includes effluent limits for parameters such as Total Suspended Solids and pH. The permit also includes effluent monitoring requirements for additional parameters including:  flow and temperature.

 

"The purpose of a MPDES permit is to ensure that Montana’s surface waters are protected," said Tim Davis, DEQ Water Division Administrator. “

 

DEQ held a public comment period in August of 2016 and a public hearing in Creston MT on Aug. 1, 2016. DEQ received comments from more than 250 people.  In formulating the Final Permit and final Environmental Assessment, DEQ considered and responded to all substantive comments received during the public comment period. Based on comments received, DEQ added monitoring requirements and now requires the permittee to develop and implement a Best Management Practices or BMP plan.
