Hazardous Waste Removal Plan at CFAC Approved by DEQ

Helena -- The Montana Department of Environmental Quality today announced the Waste Management Plan for the Columbia Falls Aluminum Company Pot Room Building has been approved. The Plan was submitted by Calbag Resources, LLC, CFAC’s demolition contractor. The Plan is required under the Administrative Order on Consent for hazardous waste removal from the Pot Room Building.


The Plan covers the removal and disposal of 451 pot liners, which contain a listed hazardous waste known as K088, and any other regulated hazardous waste from the Pot Room Building. It includes an inventory of all hazardous waste and plans for waste tracking, dust management, decontamination, site safety, spills and protection of human health.


Approximately 26,000 tons of K088 from the Pot Room Building will be disposed at the Chemical Waste Management facility located in Arlington, Oregon.


“DEQ has worked diligently with Calbag to ensure the plan meets the requirements of the AOC, is protective, and includes proper financial assurance,” said DEQ Deputy Director George Mathieus. “This site is a priority for DEQ and we will keep working with Calbag to ensure safe removal of hazardous waste continues.”  


The AOC was signed in June 2015 between DEQ, CFAC and Calbag after CFAC determined it would not be able to meet the conditions of a permit for storage of hazardous waste.


Along with the AOC for hazardous waste removal, DEQ oversees the asbestos, waste water, and opencut mining permits. The site is simultaneously being considered for listing as a Federal Superfund site. The Environmental Protection Agency, with consultation from DEQ, is the lead agency for environmental cleanup and has signed a separate AOC with Glencore and CFAC to conduct a Remedial Investigation and Feasibility Study.
