Energy & Telecommunications Interim Committee Request for Comment

Public comment is welcome on legislative reports and proposed draft legislation related to 9-1-1 laws in Montana, net metering in Montana, and renewable energy credit reporting.

The Energy and Telecommunications Interim Committee (ETIC) of the Legislature, met July 14-15 and requested a series of draft legislation and related reports be prepared and posted for public comment.

The ETIC, as guided by House Joint Resolution No. 7, is reviewing next-generation 9-1-1. The ETIC has proposed draft legislation to update and revise 9-1-1 laws and funding mechanisms in Montana. The committee is requesting specific comment on:

The ETIC, as guided by Senate Joint Resolution No. 12, is reviewing net metering in Montana. The ETIC has proposed draft legislation on a variety of net metering issues. The committee is requesting specific comment on:

Current law also requires public utilities, rural electric cooperatives, competitive electricity suppliers, or owners of a renewable electrical generation facility to file a report with the ETIC each interim concerning the purchase or sale of renewable energy credits within Montana. The ETIC is required to review the reports and, if necessary, submit recommendations regarding the use of renewable energy credits in Montana. Many entities have failed to file the reports since the requirement began in 2011, and the information provided in the reports has not proven to be useful information. The committee is requesting specific comment on:

  • LC REC1 – Repeal renewable energy credit reporting requirements
  • LC REC2 – Request an interim study of renewable energy credits in Montana

The ETIC will meet September 8-9 in Helena to review and discuss the public comments and the draft legislation. The committee will then determine how best to amend the drafts and whether they should be brought before the 2017 Legislature. All comments received by 5 p.m. on August 25 will be compiled and reviewed by the ETIC prior to any decisions being made at its September meeting in Helena.
