Helena – The Montana Department of Environmental Quality is accepting public comment on draft wastewater permits for RC Resources’ Rock Creek Mine and Rock Creek Road Project near Noxon.
RC Resources, Inc., has proposed to construct and operate an underground copper and silver mine located approximately five miles northeast of Noxon on the southern flanks of the Cabinet Mountains in Sanders County.
There are two Montana Pollutant Discharge Elimination System (MPDES) draft permits being considered. The first, MT-15-37, updates the existing Rock Creek Mine MPDES Permit. This update only covers industrial storm water discharge from the facility. It includes effluent limitations, monitoring requirements, and Best Management Practices. The draft permit also requires RC Resources to develop and maintain a Storm Water Pollution Prevention Plan and incorporates technology-based and water quality-based effluent limits to ensure the limits do not cause degradation of high quality waters.
The second, MT-15-38, addresses the initial construction phase before the start of exploratory mining. RC Resources has applied for an individual permit for the discharge of storm water related to construction of the adit, improvement of an eroding forest road, and installation of a pipeline and power line.
The DEQ has prepared the draft wastewater discharge permits, fact sheets, environmental assessments, and the department’s tentative determinations. The documents are available on the DEQ website at: www.deq.mt.gov
The DEQ will hold a public hearing to accept comment on the draft permits on September 1, 2015 from 5:00 to 7:30 p.m., at the Noxon School located at 300 Noxon Ave., in Noxon. Please note: There is no question and answer period included in this hearing. It is strictly to accept comment.
