HELENA – The Montana Department of Environmental Quality is accepting public comment on a proposed expansion of the Billings Regional landfill in Yellowstone County.
A public meeting will be held from 6:30 – 8:30 p.m. on Tuesday, Jan. 10, 2017, in the gymnasium of the Blue Creek School. The school is located at 3652 Blue Creek Road in Billings. An open house will take place from 6:30 – 7:30 p.m. where interested persons can meet DEQ and City of Billings staff and ask questions about the Environmental Assessment. DEQ staff will accept comments from the public from 7:30 – 8:30 p.m.
The proposed expansion area encompasses 350 acres of city-owned property. The site is adjacent to the existing Billings landfill. It extends from south of the intersection of Hillcrest Road and Montana State Highway 416 (Blue Creek Road) south to the Section 29 boundary line. The southern boundary extends one mile to the west, then north to the intersection of Hillcrest Road. The northwestern boundary of the proposed facility borders Hillcrest Road.
Current estimates calculate the remaining life of the existing 421-acre licensed landfill area to be between 39 to 62 years depending on waste volumes accepted for disposal. Approval of the proposed license expansion would add approximately 49 additional years to the life of the facility once the existing landfill is at capacity.
Access to the proposed expansion area will be provided via Hillcrest Road. Prior to the development of the expansion site, improvements will be made to Hillcrest Road to support traffic to the landfill and residential properties. In addition, an overhead power line owned by NorthWestern Energy and a natural gas line owned by Montana-Dakota Utilities will be rerouted.
DEQ has prepared a draft Environmental Assessment for the proposed site. It can be viewed at: http://deq.mt.gov/public/ea/WasteMgt. Comments must be submitted by Jan. 30, 2017 to DEQ Solid Waste Section, PO Box 200901, Helena, MT or emailed to DEQSWprogram@mt.gov. For more information about the applications or the permit process please call the DEQ Solid Waste Program at 406-444-5300.
DEQ will make reasonable accommodations for persons with disabilities who wish to participate in the public meeting. If you require an accommodation, please contact Jeni Flatow at 406-444-6469 or firstname.lastname@example.org at least three days before the meeting.
